GeoPro Talks – Landfill comes full circle – closure is just the beginning

The presentation will describe the multi-phase industrial redevelopment of a landfill in Metro Vancouver which has been in operation since the 1970s and continues to operate. This case study will  review the investigation, remediation, risk assessment and risk management for the phased closure of portions of the landfill enabling it to be transformed into industrial warehouses (the Richmond Industrial Centre) . The process has required extensive consultation with the Ministry and required alignment between overlapping regulatory instruments (Landfill Operational Certificate and Contaminated Sites Regulation Instrument). The project is well underway and has successfully achieved three Certificates of Compliance.


Duncan Macdonald


Duncan Macdonald is an environmental engineer and Vice President, Operations with PGL Environmental Consultants, responsible for environmental consulting services in BC. Duncan has 25 years of experience in the field of site assessment and remediation, from Phase 1, 2, and 3 Environmental Site Assessments to complex remediation and risk assessment projects. Duncan is also the president of the Contaminated Sites Approved Professional Society. Duncan has built strong relationships with his colleagues in the Society and is respected as a key player to the function of the Society and its relationship with the ENV and the public.
